Notification of 2015 The First Jinbao International Music Festival for Wind Instruments (Trombone Grand Prix) and the Fifth China International Trombone & Tuba Arts Festival

　　To implement the spirit of the 18th National Congress of the CPC, and advance the improvement of the people’s humanistic quality and aesthetic appeal, promoting the development of Chinese Brass wind Arts, to build a communication platform for wind instruments playing and learning and enhance the level of playing and teaching, the people’s government of Tianjin Baodi District , China Musical Instrument Association & China Association for Symphonic Bands and Ensembles decide to hold the first Jinbao International Music Festival (2015) for Wind Instruments (Trombone Grand Prix) and The Fifth China International Trombone & Tuba Arts Festival in Baodi county from 3rd-8th August 2015.

　　The festival will be held a grand opening ceremony and closing ceremony ，during then the high level international and domestic professors will personally perform, and interact with participants widely. What’s more, it’s the first time to organize high level and high reward trombone grand prix. Many domestic and international artists will get together sharing the happiness brought by trombone playing.

　　The Trombone Grand Prix rules and repertoires had been released on the website of China Association for Symphonic Bands and Ensembles and the website of Tianjin Jinbao Musical Instrument Co.,Ltd.

　　The Trombone Grand Prix is exclusively sponsored by Tianjin Jinbao Musical Instrument Co.,Ltd, offering high rewards and high quality instruments.

　　We expect trombone artists including professional and non-professional to participate in this great event actively. We wish all players good grades.

Charter I General Principles

Article one; to implement the spirit of the 18th National Congress of the CPC, to advance the improvement of the people’s humanistic quality and aesthetic appeal, to promote the development of Chinese wind-Instruments Arts, to build a communication platform for wind-Instruments playing and learning and enhance the level of wind-Instruments playing and teaching, we decide to hold 2015 The First Jinbao International Music Festival for Wind Instruments (Trombone Grand Prix) and The Fifth China International Trombone, Tuba Arts Festival

Charter II Organization Structure

Article two; This Musical Festival is co-sponsored by People’s government of Tianjin Baodi, China Musical Instruments Association and Wind-Instruments Institute of China Musical Association; It is undertaken by Tianjin Jinbao Musical Instruments Co., Ltd, China Musical Association-Wind Instruments Institute-Union of Trombone and Tuba; It is supported by Orchestral Instruments Department of CCOM(Central Conservatory of Music), Orchestral Instruments Department of China Conservatory of Music, Orchestral Instruments Department of Shanghai Conservatory of Music, Orchestral Instruments Department of Shenyang Conservatory of Music, Orchestral Instruments Department of Xinghai Conservatory of Music, Orchestral Instruments Department of Tianjin Conservatory of Music, Orchestral Instruments Department of Wuhan Conservatory of Music, Orchestral Instruments Department of Xi’an Conservatory of Music, Orchestral Instruments Department of Sichuan Conservatory of Music.

Article three; we will establish a committee for this festival, which includes office taking charge of all work during festival and grand prix.
Article four; we will set up a grand prix judging panel to be responsible for judging work during competition.


Charter III Time of the Musical Festival and Groups Classification

Article five; the Festival will be held from 3rd-8th August, 2015 in Baodi county, Tinjian city.
Article six; the classifications of this trombone grand prix is going to be divided into 3 amateur groups and a professional group:
Amateur Youth:  Born after August 1st, 2001
Amateur Adolescent: Born between August 1st, 1997 and July 31st, 2001
Amateur Adult: Born before July 31st, 1997
Professional group: Students from musical academies, arts schools and professional players from performing organizations. Amateur wind Instruments players can enroll in competition of professional group.
Students from attached primary and middle school of conservatories of music and arts schools can attend amateur or professional competition (only one).

Charter IV Detail Requirements of Application and Fee for the Musical Festival and Competition

Article seven; amateur and professional wind Instruments players who are with good performing ability and arts literacy from China, including Hong Kong, Macao and Taiwan regions, and abroad can enroll in this competition which quota is 800.

The application fee of the Musical Festival is 800 Yuan each person, which is used for attending the opening and closing ceremony, having collective teaching and repetition class, watching concert and all competitions of grand prix; the entry fee is 400 Yuan; the lecturing fee should be paid by himself/herself if someone takes class alone with the master; transportation and accommodation expenses should be paid by participants themselves, while accommodation expenses of finalists of professional group will be paid by committee during the final.

All participants should download the application form, amateur group application form or professional group application form, from the website of China Association for Symphonic bands and Ensembles or Tianjin Jinbao Musical Instruments Co., Ltd, and then send the electronic form as well as a one-inch bareheaded photograph to kouyufei88@163.com, email of the committee office of 2015 International Musical Festival of Wind-Instruments. After handing in the application form, the participants need to telegraph the application fee and the entry fee to Tianjin Jinbao Musical Instruments Co., Ltd.

Note: when telegraphing money, the remitter must mark the Trombone Grand Prix and name of participants.
The deadline of application and telegraphic transfer is June 20th, 2015, and the office will hand out details of the festival to the attendants before June 30th, 2015.

Charter V Competition Item
Article eight, grand prix major is tenor trombone.

Charter VI Grand Prix Arrangement
Article nine, the grand prix will be divided into 3 rounds. The participants should go to the competition area themselves according to the festival handbook.

1) Amateur players are not allowed to use piano accompaniment or audio tape.

2)Amateur players’ competition tracks in the first round (preliminary contest) should be self-selected, while the ones of second and third round (the semifinal and final competition) should be specified mandatory tracks without piano accompaniment and audio tape, which are limited in 3 to 5 minutes.

3)In the second and third round (the semifinal and final competition), the unprofessional players should perform the specified version offered by the committee of 2015 JinBao The First International Musical Festival of Wind Instruments, no score will be recorded if the performer alter without authorization.

4)In the first and second round (preliminary contest and semifinal competition), the professional players must perform 2 tracks, one is mandatory and the other should be selected from the two specified ones. In the third round (final competition), the finalists must play the two mandatory tracks. In the three rounds, the participants must use piano accompaniments, which can be brought by players themselves or offered by committee charging for money. All tracks must be played the version
required by the committee, otherwise no score will be recorded.

Charter VII Judges and Judging Methods

Article ten; judges are famous experts from home and abroad in trombone and musical field.
Article eleven, based on the principles of fair and just, the judging methods are:

1)There will be appointed 3 groups of judges(including 3 to 5) in competitions of 3 amateur groups and the 3 groups of judges will be exchanged during 3 rounds.
2)Each round competition of professional group will be appointed 7 judges and there will be partial adjustment in each round.

Article twelve; scores will be given comprehensively in terms of playing skills, musical performance, and work integrity and so on. Based on the principles of fair and just, judges and players are not sequestered during first round, while sequestered in second and third rounds.
Articles thirteen; scoring method will follow hundred percentage point system. Average score of judges will be the final score in the first round; in the second and third rounds, the final scores will be average scores except for the highest and lowest points. The results will be announced one hour after competitions.

Charter VIII Awards Setting and Prizes

Articles fourteen; gold, silver and bronze awards will be selected in each of professional and amateur groups and certificates will be issued.

Gold, silver and bronze awards will have their quotas and grade standards. If no one achieves the minimum passing score, the corresponding award will not be applicable; if the numbers of players who achieve the minimum passing score are more than the quota, and then the gold, silver and bronze prizes will be determined according to the score rank. If there are prize-winning scores which are coordinated, then their players will gain the same prize and share one place. Players who do not obtain the gold, silver or bronze prizes in the final competition will be awarded performance prize (only for amateur players).

Adviser of top-one player will be awarded a certificate of excellent guide teacher.
Articles fifteen; prizes and bonus setting are as followed:

1) In professional group, there will be one gold prize (10000 USD bonus), two silver prizes (2000USD bonus and a trombone worth 15000 RMB for each prize-winner), three bronze prizes (1000 USD bonus and a trombone worth 9000 RMB for each prize-winner), and six excellence awards(a trombone worth 6000 RMB for each prize-winner).

2) In amateur youth groups, there will be a number of gold prizes (a trombone worth 6000RMB for each prize-winner), a number of silver prizes (a trombone worth 4500 RMB for each prize-winner) and a number of bronze prizes (a music Instruments worth 1500 RMB for each prize-winner).

3) In Amateur Adolescent group, there will be a number of gold prizes (a trombone worth 9000 RMB for each prize-winner), a number of silver prizes (a trombone worth 6000 RMB for each prize-winner) and a number of bronze prizes (a trombone worth 3000 RMB for each prize-winner).

4) In Amateur Adult group, there will be a number of gold prizes (a trombone worth 15000 RMB for each prize-winner), a number of silver prizes (a trombone worth 9000 RMB for each prize-winner) and a number of bronze prizes (a trombone worth 6000 RMB for each prize-winner).

Articles sixteen; senior students who win the gold prize in amateur adolescent group will have a privilege when he/she applies for enrolling in the wind-Instruments major of domestic arts colleges in 2016. And after approving by examination committees of colleges, he/she will be excused from the major courses. The ones who get the silver and bronze prizes will be recommended to musical colleges by China win-Instruments institute and corresponding experts. Awards list will be published by related media.

Articles seventeen; the power of interpretation of the charter shall be vested in the Musical Festival Committee. Attendants and players must comply with the charter strictly, and the committee has the right to adjust or alter the charter appropriately according to the real situation.
